PGWP Refusals Are Increasing: Key Mistakes to Avoid

Many international students plan to stay and work in Canada after graduation by applying for the Post-Graduation Work Permit (PGWP). 1. Not Meeting the New Language Requirement

Effective November 1, 2024, all PGWP applicants must provide valid language test results.

You must prove your English or French language skills with a minimum level of Canadian Language Benchmarks (CLB) 5 in English or Niveaux de compétence linguistique canadiens (NCLC) 5 in French in all four language areas: reading, writing, listening, and speaking.

Accepted tests:

  • English: IELTS General, CELPIP, PTE Core
  • French: TEF Canada, TCF Canada

Test results must be less than two years old at the time of application.

2. Choosing a Program That Is Not PGWP-Eligible

Not every program qualifies for a PGWP. From 2024 onward, non-degree programs must match IRCC’s approved CIP code list. If your program’s field of study is not included, you may not qualify. Verify this before applying.

3. Not Maintaining Full-Time Student Status

IRCC requires students to remain full-time throughout their studies, except for the final semester. Any earlier part-time status, even if unintentional, can jeopardize eligibility.

4. Working Beyond Authorized Hours

Students are currently permitted to work up to 24 hours per week during academic sessions. Working more than allowed is considered unauthorized employment and can lead to refusal.

5. Completing Studies Outside Canada

Online study flexibility introduced during the pandemic has ended. If your program began after September 1, 2024, most of your coursework must have been completed in Canada.

6. Missing the 180-Day Application Deadline

You must apply for your PGWP within 180 days of receiving your final transcript or program completion letter. Missing this deadline usually results in automatic refusal.

7. Submitting Incomplete or Inconsistent Documentation

Your application should include:

  • Completion letter or final transcript
  • Proof of full-time enrolment
  • Language test result
  • Passport with sufficient validity

Any missing or mismatched details can delay processing or result in refusal.

8. Not Demonstrating Temporary Resident Intent

Even if you plan to pursue permanent residence later, you must show you understand the PGWP is temporary. A clear explanation of your work and settlement plans supports your application.
