Latest IRCC Update: Refusal Letters Now Include Officer Decision Notes

Starting July 29, 2025, IRCC began automatically including refusal letter officer notes with many visa and permit refusals. These officer notes provide applicants with detailed explanations from immigration officers on why their applications were refused. This update improves transparency and helps applicants understand the reasons behind their refusals without filing Access to Information and Privacy (ATIP) Online Request.

What Are IRCC Refusal Letter Officer Notes?

Immigration officers write decision notes while reviewing your application. These notes explain why they refused your application. For example, officers might mention missing documents, doubts about your travel plans, or weak ties to your home country.

Before this update, you had to request these notes through ATIP, which often took weeks or months. Now, IRCC sends these notes automatically with refusal letters.

Which Applications Are Covered?

This update applies to these application types:

  • Temporary Resident Visas (TRVs), except electronic travel authorizations (eTAs) and temporary resident permits (TRPs)
  • Visitor Records
  • Study Permits
  • Work Permits

IRCC plans to add more application types later.

Note: Applicants who use the IRCC Portal – New version will not receive officer notes yet.

How Will You Get These Notes?

IRCC sends refusal letters and officer notes together to you or your representative. Sometimes, they remove parts of the notes for privacy or security reasons.
